Congressional GOP Support President's Proposal to Replace Obamacare

US lawmakers are working through the weekend for the first time since the government shutdown began over a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to diminish as Republican senators floated a proposal unacceptable to Democrats: eliminating the Affordable Care Act, known as Obamacare.

Deepening Impact of Federal Closure

The impact on US citizens from the longest closure of the federal government in history deepened on Saturday, as government employees went without pay, airlines were compelled to ground planes and SNAP benefits have been postponed for 42 million Americans.

President's Proposal from Golf Course

As Saturday's session got under way, Republican senators welcomed a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.

"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.

GOP Support

Several Republican senators welcomed the proposal, which is similar to a alternative for Obamacare put forward in 2017.

"We're going to replace this failing program with something that is actually better for the patient," one senator said.

Another senator commended Trump's suggestion on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.

"I am drafting the bill right now," a third senator wrote in response to Trump's suggestion. "We must stop public funds from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."

Democratic Response

Opposition senators shared concerned responses to Trump's plan.

"In other words, Donald Trump's 'proposal' for health care is yet another cynical attempt to repeal Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been defeated by voters and Congress."

Another lawmaker responded to the criticism of carriers by writing: "Oh, Trump and the Republicans can't stand how the big, bad insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."

Continuing Negotiations

The Senate went into recess without reaching a solution, but Senate Republican leaders have indicated an willingness to an developing proposal from a handful of moderate Democrats to end the closure in exchange for a future vote on the Obamacare subsidies.

One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans rejected an offer to restart the government and continue the subsidies for a year.

Another senior Democratic senator persisted in arguing that Republicans should agree to a 12-month continuation of the subsidies before negotiating the future of the subsidies.

"Inaction is derelict because people will go into debt, people will lose insurance, people will get sicker," the senator said in a Senate address. "That's what will happen if this Congress fails to act."

Partisan Dynamics

Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of several Democrats to restart the government, and the idea of repealing and replacing Obamacare with savings accounts is unlikely to earn a solitary Democratic vote.

Several analysts indicated that the core of such a plan would remove the ACA's requirement that carriers cover patients with pre-existing conditions.

After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to secure enough backing in 2017.
